I took my ex to court over this and sued him civilly when the police wouldn't do anything. The lawyer subpoenaed Facebook and it showed that he had started the page with his email and phone number. I took that info to the police, then they went after him. He had to wear a tether for two years, which he paid for, and is on probation for 5. He also lost in civil court (made a settlement). It wasn't a lot of money but at least covered my legal fees. It was comforting to know that he had to plug himself in at night and that the tether probably gave him a nasty rash. It was a year of hell dealing with the legal stuff though. I think they made the federal law against revenge for more severe, that happened after my case. Sorry you're going through this. I also told his mother and family exactly what he did. He was studying to be a minister and I contacted the church too.
