Yes, because Linux doesn't rely on US regulations, leadership and a foundation that's registered in the US.
Don't get me wrong, relying on Microsoft was a horrible choice and changing it is an improvement.
But as the US tech goes... the biggest alternative in operating systems would be OpenBSD. The issue is real.

Should such a scenario happen, the Linux Kernel and it's dependencies can be forked and competing foundations can be formed. That is the benefit of open source.
Copyrights and licensing means nothing to governments who control the very systems under which they run, and who can grant exemptions in cases of national security if required.

That would be relevant after you audit the whole Linux to make sure you have a branch that is independent from whatever was placed there during the US-centered period of management. Which should be done by someone not less skilled than the authors, so nothing is amiss. How would you estimate the budget of such a task?

the official announce https://www.numerique.gouv.fr/sinformer/espace-presse/souverainete-numerique-reduction-dependances-extra-europeennes/ says that the DINUM agency will switch to Linux. Each ministry will have to propose a plan to use European based IT tools, maybe this will include the OS, maybe not. And by the time things change, Microsoft will do a lot of lobbying to keep a juicy government contract.
