I grew up close by. You’re correct. However Rawalpindi and Islamabad are part of a common metropolitan area and often locals don’t know where the boundary is. Nur Khan air base is firmly in Rawalpindi though but for international audience Islamabad sounds more appropriate since it’s a short drive anyway.
