I'm pretty sure its a type of Juniper - I can't really tell which variety without a closer shot. Chines, perhaps or O;d Gold.

It looks like it's in an organised landscape with formally structured planting schemes, so my guess is that there are probably an office and a team of employed gardeners who you could ask.
