Massive Performance Drop after SSD Swap & Reset (Ryzen 9 7900X3D / RTX 3060) - Extremely Low Benchmark Scores

Hi everyone, I’m running into a bizarre performance issue that started after I swapped my SSD and did a fresh Windows 11 reset. I’m hoping someone can help me figure out what’s bottlenecking my system before I have to take it to a Microcenter.
Originally, I was having mouse stuttering and my old Samsung 970 SSD was running at 1/3 of its rated speed. I replaced it with a Samsung 990 Pro 1TB and did a full Windows reset. The mouse lag is fixed, but now the entire system is performing significantly worse than it did before.
The Issue:
- NovaBench Results: CPU score is 3010; GPU score is 275 (both performing way below typical ranges).
- Gaming: Barely hitting 80 FPS in Marvel Rivals Stress Test
- System Stutter: If I run any other app (like YouTube) while a game is open, it freezes or stutters to the point of needing a restart.
- Drivers: I’ve downloaded and reinstalled all previous drivers.
System Specs:
- CPU: AMD Ryzen 9 7900X3D (Raphael 5nm)
- Motherboard: MSI B650 GAMING PLUS WIFI (AM5)
- RAM: 64.0GB Dual-Channel DDR5 @ 2400MHz (40-40-40-77)
- GPU: MSI NVIDIA GeForce RTX 3060 (Speccy is reporting 4095MB VRAM)
- Storage (OS): 1TB Samsung SSD 990 PRO
- Storage (SATA): 1TB Samsung SSD 870 QVO
- OS: Windows 11 Pro 64-bit
- Displays: 3-monitor setup
Current Red Flags I'm Looking At:
- My RAM is showing as 2400MHz (4800MT/s), which seems very low for DDR5 on a Ryzen 7000 chip.
- The GPU score of 275 is essentially "integrated graphics" level performance.
Any advice is appreciated!

1st step, Google your mobo and "how to flash bios"
2nd step, enable expo in bios. This will be obvious, if not youtube for your mobo brand.
3rd, enable rebar in bios

All is enabled already.

So with xmp enabled your ram speed is still showing as 2400mhz? When you open the Task Manager, go to performance and then memory. How many m/ts is it showing?
