The new driver has no proven record one way or the other (assuming their car driving history is fairly clean) so companies are much more willing to take a chance on them over a current CDL holder who has proven they are willing to use drugs/alcohol while employed.

The used condom can be washed and then reused . It has proven that it is durable and does not break easily . The new condom can tear and break .

Your logic on that one is entirely backwards.
The used condom did break. It did one of the only things it was not supposed to do. Sure you can repair it, but can you ever be sure it won’t break again? It’s already lost that trust. Maybe if it’s a good repair job that was taken seriously it’ll do fine for the 2nd or 3rd use, but there’s always the possibility it will break as easily as it has broken before.

The reoccurrence rate with a driver on SAP is really high, you're likely better off going with an inexperienced driver.
