That's on the much lower end of the fuse settings. The TM-46 (worlds most common AT mine) has a trigger range of 120-500, and will be set on the higher end if you want to trigger tanks.
I wouldn't personally try it, but it's unlikely an AT mine would be triggered by a person

If it were fuze then what he said stands as the fuze is calibrated for a specific amount of weight. If this is a mine the fuze is missing. It may mean it was never armed or that someone's disarmed it.
However the biggest concern is that this has been in a cold wet environment with little oxygen for god knows how long and therefor could be set of by a gnats fart or be completely inert and you'll only find out if it blows up.

It's probably very elderly, the arming mechanism may well have gone and the explosives have started to sweat (become even more unstable). Anything could set it off. And 100KG as a general rule is terrible advice.

Explosives that have been left in less than ideal conditions for long periods of time do not behave as they were manufactured or intended to behave. This is the danger.
Just because a mine built in the 1940s needed the weight of a tank to trigger, doesn't mean that one buried in a garden for 80+ years does.
If you EVER find something that resembles an explosive. Stop touching it and phone the police.

So this could be something entirely mundane like a drain or septic tank cover, or a base for a washing line/parasol.
However, as other people have pointed out, it bears a concerning resemblance to an anti-tank mine, specifically a German tellermine 42.
It's somewhat unlikely a German anti-tank mine would be sitting in an English garden, so my money is on the former mundane options, but I would still suggest not hitting it with a shovel and phoning the police instead.
Better safe than blown into a million sorry pieces.

Armed police are trained to be an initial response to explosive devices. They are not trained to make them safe but can identify false alarms and contain the situation until trained disposal specialists arrive.

Armed police have more advanced medical training so they can deal with trauma before paramedics arrive (for instance, gunshot wounds or stabbings).

It was armed police. Manchester bombings had just happened a few days prior and the whole country was on high alert and being quite near a large shopping centre, I guess the control rooms mind thought it was another bomb and the police on site were also confused as they got told it was a bomb

We had both armed police and response turn up. The nearest police station to us is quite a large one and I guess it just was just as quick for those officers to arrive to turn up as response.
Army EOD turned up a few hours later which was held by response as AFO left within 20 minutes once control room realised it was a bomb and not explosive

No he literally just walked it out and placed it carefully around some other explosives to blow up. It was a lab chemical which you needed a violent shock to blow up so was in an inert state and totally safe.
A few years later, it seemed that several schools found it in their chemistry cupboard which closed quite a few of them down for a few days.

Buddy of mine had a tree removed a decade ago and when they ripped out the tree root, they found an old box with several german hand granates, medals and a SS knife the previous owner of the house apparently didn't want the allies to find when they conquered the town.

It's more similar to a Russian tm-64 imo.

The pressure plate on the top of a Tellermine 42 is quite distinctive (looks like a radiation hazard symbol).
It's also made of thin sheet steel which would have rusted through if buried for a long time. This looks like either concrete or a solid lump of metal (like the wheel from a train carriage).
Also, if he can't move it with leverage from a spade, that's not going to be a mine... Even a large mine like the anti-tank Tellermine 42 only weighs about 9kg.
On the plus side, if we're wrong and it is an AT mine which goes off, it would be functionally instantaneous, you literally wouldn't have time to process the pain... Personally, I'd be more scared of something like a hand grenade.

During WW2 the home gaurd ( Dad's Army ) were given land mines and explosives and trained how to plant them incase we were invaded. Of course we werent and alot of this stuff was buried and forgotten about.

Was clearing out an elderly friend's home a few years ago, came across various MOD papers and a cache of unexploded ordnance, phoned the police who initially hung up, phoned back and fortunately they took it seriously this time, within 30 minutes bomb disposal turned up and very carefully removed it all - they were more interested in the paperwork than the chemicals.

There are some anti-handling devices/booby traps that go off when pressure is released. They still just go boom, but they are slightly closer to the movie trope.

Those are usually placed underneath the mine to detonate when the mine is moved, not on top of the mine to detonate when a guy walks off.
There's also some multi-trigger detonators. IE they'll blow up the second or third time it's actuated. Usually used against convoys or to try and bypass mine-rollers (one reason mine ploughs are more popular).
But really the trope/myth comes from the German teller mine which had a delayed fuse. It would activate a few seconds after first triggered, which would appear to be as the soldier stepped off.

They’ll come and confirm it, then task your local EOD team (if you’re in Birmingham they’ll be coming from Tewkesbury way). There’s loads of reasons. Don’t get me wrong, chances are it’ll be innocuous or maybe an inert training aid, but we get called to about 2500-3000 jobs a year across the country. Mostly WW2 stuff. Prior to D-Day there was a huge amount of military training conducted across large parts of the country, so we get loads of grenades and mortars from that still turning up. At the end of the War the Home Guard buried loads of their ammunition stores rather than deal with it properly. Then you get collectors and enthusiasts who buy/sell this sort of stuff. Then we get the stuff the Germans did chuck our way, mostly the little 1kg incendiary bombs but sometimes the bigger SC 50/250/500 series of air dropped bombs which cause a lot of disruption and tend to take a few days to sort out.

Yeah honestly we’re constantly busy. We got a lot of “grandads died and we’re clearing out his house and found something” type jobs. Squaddies are terrible fucking hoarders! Historically it was the metal detecting community that ruined our weekends, but now we have to contend with the magnet fishing crowd as well! Then we get plenty of stuff washing up on beaches all over the place, and on top of that you’ve got the counter-terrorist / criminal stuff going on as well. Beats sitting in an office for a living though!

They did attach film crews to a couple of our locations for a while (think the end result was called inside the bomb squad). Predictably it was a total disaster, most of our blokes withdrew their permission to be filmed or featured in it. No one wanted any part of it but it was forced on us by the powers that be. One of the locations deliberately left them behind on a few jobs (they were supposed to tell them every time they got a job) and they complained to the head of army media, who was some angry general type. It was all very painful!
Always pretty busy. Summer is always busier but it ticks round all year really. Certainly hasn’t got any quieter during my time in the job.

Highly unlikely without it being disturbed in some way. Some older nitroglycerin based explosives can degrade over time and start exuding a sticky liquid which then crystallises into a highly sensitive explosive substance (sensitive to heat, friction & shock) but would still need some external influence to detonate. Bottom line is anything that you think may be ordnance / munitions should be called in and cleared by someone suitably qualified. The thing in OP’s picture may well be innocuous but it’s impossible to tell from a couple of photos.

Look OP; it could be the old base of some sort of pole, or an old train wheel, or something else totally innocuous. BUT, this being England, there is also a non-zero chance that it is somehow a piece of unexploded ordenance. The tellermines weighed no more than about 10kgs, they could be carried by a soldier by a handle, it probably is not that based on the fact you can't get it to budge, HOWEVER... I personally would be going down the 'I called the bomb squad and they came out and laughed at me' route, rather than the 'do you remember when old mate at number 9 blew half the street to smithereens' avenue 🤷♀️

I'm genuinely wondering how many commenters here are in the UK because I would be phoning the police immediately if I saw this. Unexploded WW2 bombs etc aren't uncommon things to discover in back gardens and the police will deal with them very quickly. OP call the police FFS. Then the idea of a mine isn't far fetched - as Spitfire Island suggests, the Jaguar plant was a "shadow factory" in WW2 and would have been a target for Luftwaffe bombing.

I’ve dealt with live mines in the UK previously. At the end of the war the home guard just buried most of their ammunition holdings. To the best of my knowledge the Germans didn’t drop any live anti tank mines during the war, but that doesn’t mean it’s not one. People bought all sorts of weird and wonderful stuff home with them.

Loads of people are saying it’s a land mine but copilot reckons it’s a rodding-eye drain access cover within a concrete ring. So you might be able to wash the mud off and uncover a small finger slot or pry point on the inner ring but you won’t get anything on the outer concrete ring.
It’s meant to be an access point for plumbers to push rods in to remove any blockages. But then again, better safe than sorry I suppose.

Dimensions/proportions are off to be a British AT Mine (General Service) Mk4, or a German Tellermine 42, and it doesn’t have the stepped pressure pad of the 43 model.
It does look very much like the concrete filled pressed steel line prop standard my Grandmother had two of in her 1930s semi…but don’t hit any of these with a shovel.

Is there concrete around it and/or is it set into concrete? It looks like it could be a fixed emplacement for a 3inch spigot mortar. They had these on certain pillbox emplacements that formed part of the home defence chain they set up to stop the Nazis in the event of a landing.
If I wanted to be alarmist, I'd say is sort of looks like an anti-tank mine but I cannot see the handle for the German Teller mineand the pressure pad is smaller (but it could have fallen out).
If it were me I'd dig it up more and investigate BUT I am notoriously thick sometimes and also have a bit of a disregard for my own safety. So I am not encouraging this at all.
If you think it's iffy, call the police.

Spigot mortar emplacement would be very realistic close to a shadow factory but the design/size doesn't quite match any I've seen.
I think it's probably not anything interesting...but it looks enough like an AT mine that it would be daft not to get EOD out to check. Most of the mines used in the UK were Beach Type C, I think it's extremely unlikely you'd ever find an active AT mine anywhere. But if it looks like ordnance, you don't take chances!

I dont have a photo, but when we moved into our house we had a vintage Hills Hoist washing line in the back garden (in itself impressive because they have never been that popular outside of Australia, certainly not in Wales UK) and it had a base very similar to that. The Hills Hoist is a very substantial washing line - the classic 50's model is basically all steel/iron and weighs so much it needs a really big solid anchor.

It's got the shape of an Anti - Tank mine but it would be odd to find one laying in the UK. Part of me says spray some water on it to see if there's any markings on it as Anti - Tank mines are actually difficult to set off as unlike Hollywood depictions they do need a lot of pressure to set off but another part of me say if it is an AT mine then it's been there long enough that it's degraded and I wouldn't want to risk that

A friend of mine was a project manager on the College Football Hall of Fame in Atlanta, Georgia. Atlanta is the town from Gone with the Wind that was famously burned and sacked by Union forces in the American Civil War in 1865.
So anyway while my buddy is overseeing the project they dig up an old cannonball. They bring it to the project manager shed, where my buddy and about six other guys hand it around, admire it, and even toss it back and forth. Finally someone notices that one side of the cannonball has a kind of plug or seal on it, like it was hollowed out inside and filled with something.
These geniuses do some Googling and realize that by 1865 some cannonballs had become munitions designed to explode on impact - not just solid iron in other words. They were packed with ball bearings and gunpowder. Worse, they read that over time the gunpowder inside decays into nitroglycerin, making the munitions balls especially prone to explosion if jostled.
They returned the cannonball to the mud where they found it and phoned the police, pretending they had just found it. The APD sent out the bomb squad’s robot, which wheeled over to the cannonball (now safely back in the mud), where it screwed a blast shield down over the ball and intentionally detonated it with a small charge.
Any one of those idiots could have blown their hands off or worse. None of them thought to bang it with a shovel, though.

When I was young(er) and stupid(er) a friend and I were walking in an army tank training area (I recall it had flags to let you know if it was a live range or not, and walking there was allowed when it wasn't in use)
We found an expended shell that hadn't gone off, despite having a flattened nose from impact. So as teenage boys we obviously picked it up and threw it off a hill. No kaboom

Agree with other poster, you need to call for the bomb squad. My GD served in WW2, I've seen a lot of decommissioned explosives, and that looks unnervingly like a landmine. If it's been covered all this time with earth and you've dug it up, there is a fair chance it's still active. Don't fuck with it anymore, just call the police and get the bomb squad out to look it over. If its nothing, they'd still rather look it over than have a very literal blast from the past.

Given that you can't budge it by levering it with a shovel it's likely either cemented into the ground or attached to some further structure. Looks like the sort of concrete lid you get on some sub surface tanks (storage not military). Try excavating round the edges see what it's sitting on/attached to.

If you were near me (Plymouth), I’d say unexploded ordinance as items still get dug up several times a year. We had a large area (half mile circumference, I think) near the city centre evacuated last year, complete with warnings that multiple properties would be lost if bomb disposal didn’t go as planned. In other words, if it could be ordinance, don’t fuck around, call in the experts.
However, your comments about farmland and a path make me wonder if it’s a capped well?
Doesn’t look like sewer access - had one in my last garden and the cover was flush with the concrete surrounds.
