That's a Tengmalm's owl. They are pretty common in Europe. I only found a German video, but you can hear its call at approx. 0:20. https://youtu.be/bva62CjnG80?si=x4LVjCHdJnHMaM6_

oh my... if you're right (and it does sound very much like it) then I may have just found an extremely rare visitor to the UK and should probably report it, because I think it's only been spotted over here once or twice beforeĀ

You're right. I just looked up the BTO webpage, and they state that this owl is rare in the UK. I'm currently in Germany, and they're not as rare here.
You could try your luck with your local birdwatcher group.
There is a map on the BTO page where they list their regional representatives. Maybe that's worth a look too. https://www.bto.org/get-involved/volunteer/regional-network/directory

Sounds a bit owlish to me. If it's a regular occurrence get the Merlin app from Cornell university, it's like Shazam but for bird calls. I took my dog for a walk in local woods last night and heard an owl so I used the app and it identified it as a tawny owl, it's really good, free as well. It can play back some stock bird calls as well but be careful, I was playing through some bird calls in my garden and a very angry looking sparrow landed on my fence looking like he was ready to take a rival on.
