Discord Streams are Laggy and Stuttering at high FPS/Usage (Asus TUF OC 4070)

I have got an ASUS TUF OC 4070, and I have encountered an issue while playing games that push my GPU usage to 100%, resulting in high FPS. Games like the new Lego Star Wars, among others, are affected.
The problem arises when I attempt to stream my gameplay on Discord. As the FPS increases, the stream becomes laggier and more stuttery for the viewers. I have looked into this issue, and the prevailing notion is that resources are being prioritized towards the game rather than Discord. Some recommended solutions suggest disabling hardware acceleration on Discord, which would shift the decoding process to my CPU instead of the GPU.
Another factor that may be contributing to the issue is the enabled Hardware Accelerated GPU Scheduling (HAGS). I had to enable it to utilize features like DLSS 3 and FrameGen, even though it may seem unrelated to the streaming problem.
Given the powerful capabilities of the ASUS TUF OC 4070, it surprises me that it is struggling to handle high FPS gaming while simultaneously streaming on Discord. I am now eager to determine the exact cause of this issue. Any thoughts on what the problem might be?
