PC build for general purpose home pc with occasional light/moderate gaming like genshin impact

I am trying to build a pc for the above use including some photoshop work, 1080p video editing (kdenlive). My concerns is the pc noise/heat which I would like to keep minimum. I debated Ultra 5 225 instead, but did not want to compromise on the efficiency or capability of the system. Is this going to be an overkill or too loud with the TDP of 245k being 125W?
I am also wondering if I could for the time being get by without buying a dedicated GPU
Appreciate anyone looking at this build and advising for better components (this system is also about 200 Euro above the budget) and I have already bought the corsair 850W gold PSU.

You would be way better off with a laptop that had some good Integrated graphics like 760m, 860m or better.
Integrated desktop graphics are doodoo unless you buying an APU like AMD "8000G" series.
You could also just get a Ryzen 5500 and a 3050 8gb and call it a day.
If you want it to be modern hardware you could swap the 5500 for whatever the cheapest am5 processor is. (Maybe a 7400f or 8300g(with that you might not need a dedicated gpu))

In day to day use, I'm pretty sure they would be indistinguishable.
In those few instances where a specific app is optimised for having a stupid amount of cores then yes there will be a difference and probably a quite noticeable one. But those are few and far between. Don't worry Genshin will not get worse fps. In fact it would if you don't get a dedicated GPU the 8600g would probably be multiple times faster in anything gaming related.

Honestly your best bet is probably a Mac Mini.
