My PC only turns on outside the case.

Hello! I built a PC about a week ago. It was working normally, but for the past 4 days it only works outside the case. I bought a new 500W power supply with Active PFC and 80 Plus certification. I even replaced the motherboard thinking it might be a short, since I also changed the CPU, PSU, and even the RAM.
I assembled everything on a test bench and it works normally, but inside the case it gives an electric shock and won’t turn on. It doesn’t even start when I try to short it with a screwdriver, so it’s not the power button. The case itself gives a shock when everything is connected, but the motherboard won’t power on.
Config: Xeon E3 1220 V2 (the other CPU I tested was an i5 2400), H61 Bluecase motherboard (the previous one was a Hayom), 16GB RAM, EVGA 500W 80 Plus PSU with Active PFC. I also tested different power outlets, but nothing worked. It only powers on outside the case, and all the standoffs are properly installed.

That's a short / bridged circuit, somewhere there's a pin or something that's carrying current that is touching the metal on the case. Check that there are no extra standoffs installed that might be touching something on the back of the board.

That's a short my dude. Check all the mounts, there should be 9 screws I believe. If that's done directly I would check for any random metal prices that are pressing against the back of the mobo, shouldn't be anything there.
