Pc upgrade

Hello everyone, this is the first time I post anything on reddit.
I'm looking for upgrading my gpu and would like some advice if possible.
My PC :
-Motherboard ASRock Z790 Riptide WIFI socket 1700
-Power be quiet! Pure Power 12M, 1000 Watt
-Processor Intel Core i7-14700KF
-Wartercooling Deepcool Lt720 3x120mm
-Case Thermaltake Ceres 500 TG
-Ram G.Skill 32 Go DDR5-6400 (2x 16 Go) Ripjaws S5
-GPU Gigabyte GeForce RTX 3090 GAMING OC 24G
My monitor is Alienware AW3225QF, which as a native 4k resolution.
My budget is under 1000$ if possible.
I play a lot, especially Total War games, but also Cyberpunk, Mass Effect, Space Marines 2, Helldivers, every Star Wars games.
Also if someone could help me, my pc is hot, like really hot, makes my room get 5°C hotter than the rest of my apartement, is it normal with this CPU or am I missing something?

There isn't any optimal upgrade from that RTX 3090 at the moment. Either the price or the performance isn't worth the upgrade. And trust me you will need that 24GB VRam when playing TotalWar at 4K. If you ever find the RTX 5080 16GB within your budget, just simply snatch it. They won't get any cheaper.
For the heat, repad and repaste the CPU and the GPU. After years of services, they deserve a nice treatment. Go into your BIOS and ensure the "Intel Default Settings" or "Baseline" profile is active. Specifically, set PL1 and PL2 to 253W. This is the Intel spec. If your motherboard was letting it pull 300W+, you will immediately feel a reduction in room heat with zero noticeable loss in gaming FPS. Use MSI Afterburner to undervolt the card. You can usually drop the power consumption to 250W while keeping the performance.

I'll check the BIOS settings, since everyone talk about undervolting the GPU I guess it is a necessity in my case. Thank you very much for all the informations

Yeah, it is real. But don't suddenly reduce the wattage from 350W to 250W. Take small steps by 10W per level. The first time you occur crash or unstable performance will be the limitation of your degraded RTX 3090 24GB.

And don't forget to update the motherboard BIOS to latest official version first. Manufacturer updates the optimized default settings each time they update the BIOS.

So I did everything you told me to do in the BIOS and dll MSI Afterburn, I already lost some °C! My GPU used to be around 88 now 83 max and my CPU used to be 98 to 104 and now around 77\~85! I think my settings were really bad! Thank you so much for the help! Gonna try to undervolt a little bit

It was not your settings but you are trading performance for heat. Normally the Z board will pull higher voltage so that the i7-14700KF can stay at boosted clock as long as possible. These are autotune by overclocking system and they always tend to pull more than needed. That was why your system overheat. Now you're locking it at 253W which means the highest boosted clock might not as high as it was. From 104 to 85, I think worth it. You can start raising the voltage so that the heat won't get over 95 because you have liquid cooling.

I have a 13700KF and 4080 and if the door is closed on my room, my room gets 5+ degrees hotter as well, I'd say that's normal. Even my gaming laptop would heat up my room (just not as fast). If it's a small room with the door closed that's going to happen, PCs always throw out heat, even at idle around 40 degrees, it's still throwing out heat.
What are your temperatures in game on your CPU/GPU? That matters more.
You honestly have a really great PC. Getting a GPU better than the 3090 for $1000 wouldn't be much of an upgrade. No reason to change your CPU, it's also great.

I guess my watercooling is really good at evacuating that much heat haha!

Have you undervolted your GPU before? you'd definitely benefit from that on a 3090, and undervolting your CPU

I would personally just hop on a newer generation of card as most of the mid to high end cards will outpace it. The only caveat would be the amount of Vram they have if you think that will be an issue

If you look any of the cards in the relative performance chart above 100% would be better in terms of raster. I would personally go for the 9070xt as it’s more or less around 750 in the US as of typing this.

I keep seeing that the 9070 XT is amazing but does'nt do well on 4k. My first computer had AMD CPU and GPU and I had a lot of bad experiences (it was like 20 years ago) and since then I haven't try any of their product. But I feel like Nvidia is becoming just a luxurious product. Maybe I'll try AMD again. Thank you very much for your answer and the link

From a 3090, this is really tough. Is your main problem the heat? I'd just undervolt.

The upgrade request and the heat problem were 2 different questions, I just wanna have something better. But I will try to undervolt it, maybe that will help for my heat problem. Thank you very much for your answer and for the video

I can't recommend a GPU upgrade for $1,000. I have a 3080, and even I find everything except the 5080 underwhelming.

Yeah the prices are crazy.... I regret not buying the 5080 when it was under 1000 few months ago, now it's between 1500\~1900...
