How long has this been? I’m surprised the marina hasn’t recovered it and sent the fees to the owner. I assume there’s fuel and other fluids on board which would be leaking by now.
We had a boat sink at the slip at our club within a week following launch in the spring. It was out of the water within a day or two.

Just a lurker here, but how do they actually recover them? Do they use a crane, or is there a specialized device, like an underwater balloon that they pump air into to lift it?

There’s a whole YouTube genre where you can watch this happen! But basically (as I’ve watched a few videos on and am now clearly an expert) in this situation you’d use some air bags to lift the boat so the top of the hull is at least out of the water. Then you get some heavy duty pumps going to pump the water out of the boat (hopefully faster than it’s coming in). Then you start splashing about in the boat looking for where the water’s coming in and patch the holes up with.. whatever’s lying around.
When it’s floating you tow it over to the lift out area where it gets yoinked out with a crane.

Same thing happened to me, luckily my brother in law is a NYC cop and he brought in some cop divers with air bags. It was a drop keel, we lifted the keel and swam it over to the ramp onto a trailer. Having LEO in the family is awesome. Another time the keel fell off (swing pin rusted) and he got a road crew guy to cut a new one out of a road plate.

Yep. I watched them raise a power boat in 60' of water right off my slip once. (They actually moved my wife's boat over one slip during the operation). Sent a diver down to put air bags on it, as it got near the surface they used a bunch of big-assed pumps to start getting the water out. Then they towed it with pumps still going over to a boat ramp to haul it out.
To collect the oil, they borrowed my wife's leaf blower to push it into a smaller and smaller space in the containment booms and then used pads and stuff to remove it from the surface).

Our club brought in a mobile crane to lift it out. In the meantime it was surrounded by absorbant booms and pads to collect as much oils and fuel as possible.

This was a job a had for many years. a few bags and some pumps will get it up and in no time. and then somebody can take it for scrap.most boats can be floated again. from the way she is sitting guess a seacocks where left open. It looks like it’s been there 2 weeks ish. Depending on what the bottom is like the keel could be stuck in the mud that would make it harder to get up. But honestly this should be able to be floated again in a day or less the reason most boats stay down is there are not a tone of people that rase boats. And we don’t do it for free. But keeps us all up to date

Assuming the owner had insurance, would they pay you guys, or what? Because if that's my boat and I have insurance- My attitude would be this is the marina and insurance company's problem now.

So the insurance agent would come out and be like ok we cover this and yes the insurance from the boat owner would pay me to raise it normally. Or for little things the owner could just pay cash but full boats are normally payed by the insurance company but boats can and are sometimes abandoned and then it’s a new problem. When boats sit like this it’s the owner can’t be found or has died and something. And it becomes a nightmare to get payed not only for the floating the boat but more importantly what happens after

I'd fish a few lines under the boat, then tie each end of the line to an inner tube. Maybe some more in the bow and the quarter berths. Then inflate the inner tubes until the gunnels were above the water. Then close the thru hull, or fix what sunk it. Then pump the water out.

That outboard will be totally fine though, those little nissan/tohatusu 2hp 2 stroke are absolutely indestructible. A squirt of carb cleaner and new fuel and she'll be good to go
