Moving between England and Scotland - medical record/summary has been lost, where has it gone?

**Briefly:** I lived in England- my medical records back to my birth were there for me and doctors to see.
I moved to Scotland for a year - registered with GP there and they were never able to get my record. There was back and forth between surgeries that went nowhere. English GP said they get rid of record when someone is no longer a patient. Scottish GP said they never received my record from them.
I moved back to England a few months ago and hoped it was something to do with NHS England and NHS Scotland being two different beasts that don't really speak to eachother, and my medical record would magically reappear. Nope, my new GP in England has none of my history, other than what I have told them myself.
Obviously I really want to find out where the record has gone as it contains really important diagnoses, events etc!
My new GP does not seem to know what to do about it either.
Has anyone had experience of this?
Is there a specific department at the NHS I can go to who deal with these matters?
And if it is lost for good who should be held to account, as so far everyone is just shrugging their shoulders?!
