The way it was done (donāt know if still is) youāre contracted for the gov. Escorted to the gate. Upon gate entrance a member of the base takes over driving for you and you sit at the gate. Truck is unloaded and delivered back to you at the gate. You never actually go in and see anything.

That would make more sense than an intermediate fuel point the external carrier dumps to, then the internal carrier pulls up and loads up from there to bring in (or just pipeline down)

When I hauled fuel, the bases would call and order just like any other company. You show up, get a background check, drive or be escorted to the offload site (base dependant), have a service member test products and monitor you while you unload, then turn around and leave.

Trucker here. I've passed these guys several times.
The trucks are Peterbilt 386s, no markings (no DOT numbers, gov text) with the US government plates.
The trailers are entirely aluminum great danes. I think 48 foot.
Interspersed between them are GMC savannahs with a utility rack on top. I think ladders and antennas were up there. So these are the maintenance vehicles.
Also there are GMC Sierras with the bed removed and replaced by some type of military looking box covered with antennas. So I'm guessing mobile communication units.
And then random stock looking civilian cars.
No tinted windows on anything and all us gov plates.

Just for one example, the CIA has truck drivers on staff. Theyāre all ex-Army. The trucks are owned through shell companies. They donāt say āCENTRAL INTELLIGENCE AGENCYā on the side, but thatās what they are.

Not all. For a while they had open job postings (before current admin cut hiring) on the literal CIA website, I was kind of considering applying. Pay was pretty good for starting, I believe 37-38/hr, and presumably that comes with bennies and etc. Needed 2 years minimum OTR experience, had to be willing to relocate to VA. Needed haz I believe, or ability to get it, plus obviously you would need to be able to pass whatever deep dive shit they'd do on you.
Honestly the main thing that kept me from applying was the thought "What fucked up shit would I be transporting for the CIA that would require a truck and trailer?" Realistically probably random standard shit, same as any other job, but the potential implications I came up with in my head made me think I'd rather not get involved.

One of my best friends is in the air force and 50% of his CDL training was paid by the air force and the other 50% by his second job at a quarry. He hauls air force equipment (a lot of your typical construction equipment) from time to time, but now he works with me in LTL. Through companies like Amentum, for example, there was a job to hual a Michigan water trailer on 'private land north of Las Vegas' (9 Axle trailer) which oddly needed security clearance. You can properly deduce why one would need security clearance.
Military and especially the Navy doesn't do any of their own maintenance/repairs anymore, its all contract work nowadays, and yes, that includes getting fuel and water.

The military has truck drivers. Army is 88M. USAF is 2T1X1, USMC 3531, US Navy has Equipment Operator ratings.
The interesting part is what is he hauling? Jet A, diesel, gas, etc. Major airports and Air force bases actually have pipelines from the nearest tank farms because they can use a couple million gallons per day of Jet A. So he may not even be filling up at a tank farm, he just gets it from Nellis or Indian Springs.

There's nothing "on display" at the base that they wouldn't want you to see. You get base access like any other military installation, then show up and do your job. If they have something that they dont want you to see, they'll put it away before you get there.
Its not like you're the UPS guy that just shows up whenever you feel like it. Your deliveries are planned and scheduled well in advance.
If there's any security concern, they'll escort you around the base. If it's a real security concern, they'll just refuse your entry.

In my career I delivered to a location 50 miles inside of the Mercury NV Nuclear test site, The bangor nuclear sub base, The Hanford nuclear site and multiple military bases. It was always accompanied by one or more clearing actions. Sometimes needing to receive Pre clearance, many times on site proof of citizenship, Deep search of truck, dog search of entire rig, and in some cases an armed escort. I was always given a route to follow and instructions that I was warned not to ignore or deadly force could be applied.
I am sure that at area 51, they take similar actions and they do not allow the aliens to walk around outside in the daytime or park the saucers outside of the hanger.

Former broker here - never had anyone haul into somewhere like Area 51 before, but I have had to coordinate an important/at least somewhat classified part (something going either into space or very high in the atmosphere was all I was told) for the government before - they paid the driver very well, but thatās where the fun ended.
First of all, I had to find a driver who was actually carrying around their actual birth certificate, not a copy, and no other kind of documentation was acceptable. Only US citizens born in the US were allowed. That guy was a little difficult to find, but I did it. They had to do an extensive background check on the guy, and they required him to ping his exact location every hour or two (donāt remember which), and if that ping didnāt come through, they would start threatening to call the police or worse to go find the guy, didnāt matter what the reason was (the tech wasnāt as good as it is now). Even while the driver was sleeping, they demanded his location all throughout the night. The trailer was sealed, and we were told if he looked inside, he would be prosecuted.
Oh and my boss insisted that we take that load for a $50 profit, and we had no night crew, so guess who had to wake up every two hours? Oh, and we double brokered it, which I had to lie about the whole time, just to add to my stress levels. (Sorry, had to rant there, fuck that job to hell and back.)

Your company is hired. I've known friends and relatives who have delivered to some government bases, including within mountains. The company and driver had to have a major background check and the driver had to follow a strict route before and once they arrived. "Paid very well!" Or so those were the words told to me. But, no independent drivers. Again, this is what I was informed.

Said company hires qualified employees who can pass the background checks. Driver delivers the load with some enhanced security/safety measures.
Itās really not that big of a deal.
A lot of times it comes down to one guy calling someone on the phone and saying something to the effect of:

It's almost certainly either a gov vehicle or it's a civ contractor who is a former soldier who held a Top secret clearance.
Unlikely they'd let civilians on a base like that unless they absolutely had to even though they have procedures for it that mean it likely wouldn't ever be an issue.

I've delivered to military bases, I wasn't a citizen, though, was a green card holder. I had hazmat clearance (so they checked me out there) and had an ex auntie in law who worked federally and thus had me also checked out for that. They just used to check out the truck with the mirrors and dog, open the back, etc, then send me on my way. They were super lax once I was on site though, just asking (and assuming my aussie accent helped) they would let me get up close and personal with all the military tech, which was awesome.

Truck is dropped off elsewhere. Inspected, military only driven with security clearance for said property. Then taken back to the drop point/meet point. Truck has ZERO electronics including cameras in board.

Civilians can tour military bases and work on them. You just canāt show up randomly and walk around. You see what they want you to see and you go where youāre allowed.

Same as delivering to any other base or federal facility I suppose, you get clearance ahead of time, you have to go through a background check, they want you to be a citizen with no criminal record and I imagine thereās other criteria.
Apparently itās much harder than you would think to find drivers who meet the criteria these days, a buddy of mine got on a gig delivering to federal facilities and bases and wanted to bring me on and the guy who owned the fleet talked about how hard it was to find people, problem was they couldnāt match my current rate AND afford to provide benefits so it was a no for me.
All that said, the federal government does own civilian trucks and have soldiers (88Mās) drive them. Last federal facility I went to was a military vehicle tire depot that served some bases near Jacksonville, FL. They used guys like me to haul the rubber out to tire manufacturers where theyāll recycle them into new tires, but the trucks hauling them to the facility from the bases were just regular looking day cab white Freightliner Cascadias driven by uniformed soldiers. I donāt remember exactly what it said on the side of the truck but it was obvious it was owned by the government and not for hire which should help DOT not to mess with them. I imagine itās something similar with the truck in the picture.

Occamās razor is that the driver is a regular driver with a TWIC card. The route is most likely a non sensitive route with nothing of interest as that is most likely a fuel depot.
Now the tenders going to and from the airfield is absolutely cleared individuals, but I highly doubt they have cleared professionals doing fuel runs.

It's not like there are aliens working the terminal and loading docks. Any secrets there are hidden away where no truck driver will see them. To get on to the site you'd need a legitimate BOL. Which will doubtless be validated before you're cleared in.

Personally you aren't dealing with "secret" material here. You are screened at the gate probably as a contractor and low level security clearance. Its probably easier than crossing into the usa from Mexico with that same load.
