USB 3.0 front panel → USB 2.0 header adapter not working (no device detected)

Hi everyone,
I’m trying to connect my case’s front panel USB 3.0 ports to an older motherboard that only has USB 2.0 headers.
I bought an adapter (USB 3.0 19-pin → USB 2.0 9-pin), but it’s not working at all:
• USB flash drives are not detected
• No power / no LED activity on the device
What I noticed:
• My motherboard header (F\_USB2) seems to have more pins than standard (looks like 10–11 pins instead of 9)
• The adapter only covers part of the pins
• I’m not sure if the pinout is standard or OEM
What I’ve already tried:
• Reconnecting multiple times (correct orientation with the missing pin/key)
• Testing with different USB devices
• Checking that USB is enabled in BIOS
Questions:
1. Could this be a non-standard USB 2.0 header pinout?
2. Is it possible that the adapter wiring is incorrect/incompatible?
3. Would repinning the connector manually fix this, or is it not worth it?
4. Or should I just get a PCIe USB 3.0 card instead?

You need to post specs. Which mobo and what adapter?

My motherboard is an HP Foxconn 2ABF, so I’m not sure if the USB 2.0 header pinout is standard or not.
