ULPT Request: Scaring pidgeons

My upstairs neighbour used to feed pidgeons and they would shit on my clothesline. I informed my landlord, and he stopped for a few weeks. Now he feeds them in the alleyway. They still hang around the shared backyard and I find feathers and poop on my patio and they cry all day for their next feeding.
I love birds. But now all I see is the pidgeons as they took over the alleyway.

Trust me on this-teo dollar shop rubber snakes. Move them around occasionally but don't let the birds see you do it. I found this out by accident when one of the kids left a rubber snake near the clothes line and my washing had not been shat on by the native doves that used to congregate there. The owl things don't work in my experience. They figure them out.

Start walking around your neighborhood with peanuts IN THE SHELL. When you see crows whistle and toss out peanuts and keep walking. Make this your routine. Eventually the crows will know who you are and will follow you around. Once you notice they're following you around add hard boiled eggs IN THE SHELL to your peanut tossing. Get yourself a birdbath, you're going to need it. Keep doing your walks but now your peanuts and hard boiled eggs are in the ally way. The crows will run off the pigeons because crows are bullies. Keep up your routine for as long as it takes. You'll hear a new squawking but it will be the crows and they'll be calling for you. Since you bonded with the crows you won't be annoyed one bit at hearing them.
I used to live near a cemetery and I fed the crows. The birdbath is a gamechanger because they like to make "soups" out of their food. It's been years since I lived near the cemetery and I don't even live in that town. But a few days ago I was in that town and three crows started sqawking at me so I tossed them some peanutbutter cookies I had on me. They will remember you for up to 2 years (good or bad interactions). Anyway this plan takes a little time but crows are the apes of the sky and they're very intelligent.

There's also a sound you can play. Which is either the sound of an owl or an eagle? I forget. I think it's an eagle, though.
In San Francisco, they play it in the BART like every ten minutes to keep the pidgeons away.
Otherwise, the pidgeons fly down into the BART to end up living there. (It's like a tunnel)

Buy bird seed by the 50lb bag. Feed them until they can no longer fly. Enjoy clean laundry. Optional: paté.

Put bird seed all over his car at night, with a trail leading from the alley.
Put cat food in the alley, too, maybe stray cars will start hanging out there.
Get a dog, something that likes to yap at birds, and let it loose in the shared backyard.
Plastic owls, reflective stuff, noise makers - they are all pretty ineffective (and very ethical...)
