Who do I talk to about neighbors screaming at 3am?

Hello,
I live in a block of flats and my downstairs neighbours are a few young girls. One or two times a week and it’s always on weekday nights, they’re up at 3-5AM screaming and listening to loud music which I can hear and it really disturbs my sleep :/ I’ve asked them politely to turn the music down before and it hasn’t stopped.
As it’s affecting my sleep and now how I do at work, I want to try and talk to someone about this to fix the issue. We don’t have the same landlord, so I don’t think that would do much. Should I message the building management or talk to the concierge? Or the council? We also have a building group chat. I’d rather not make it into a big deal if possible but I’ve tried to sort it out in private before.
I don’t wanna be a grinch about this, they can have fun but it’s getting so loud and always on nights before most people have work.

You’re not being a grinch by not expecting to be disturbed in the middle of the night. I try to be as quiet as I can for my neighbours, and I’ve asked previous ones when they’ve moved if we have disturbed them and they said no, but some people just have no thought for anyone but themselves. My current downstairs neighbours have their TV so loud I can hear it above my own and you can hear it out in the communal area (our living rooms are at the opposite end of the flat btw) she sings for multiple hours a day and also hums really loudly (I know that sounds stupid but you can hear her in multiple rooms) and they’ve had really loud conversations at early hours and woke us up before now. By contrast my upstairs neighbour has had three people up there before now and I’ve not heard a peep.
Their tenancy is up in June and I’m really hoping they move.

You could try the noise app but its shite. I am also having similar issues. My neighbour thinks it's fine to blast mosque sermons on Christmas day and easter holidays til 3am. Doing it on purpose because we are Christians.
We also have to put up with banging on the walls and loud shouting at all hrs. Fed up of it. It's psychological warfare. They are trying to force us to move out. My landlords useless and says as they are private owners there is nothing they do. Advised me to contact Environmental health department of my local council.

Ugh yeah it’s horrible, I’ve tried earplugs and playing my own music in my room but I can’t drown out the noise. I think my neighbors are renting but I’m not sure, seriously I don’t know where their parents are cos when I talked to them a 10 year old girl answered the door at 3am. I’m going to try to find who their landlord is and if not council. Thanks for the help, hope your situation gets better

I tried the music as well. Guess what happened? They complained and lied and told my landlord i was playing loud music late.

That's horrible, sorry you have to deal with that. My upstairs neighbours and the ones next to me are not that bad but I know what you mean about it being a psychological warfare. They vacuum after midnight, grandchildren visit often and run around after midnight too and there is always some banging. The ones upstairs are rearranging furniture and slamming every single door until about 3:30. Its tough.

You can talk to anyone you like but they won't be able to hear you above the screaming ! Seriously though, I got some earpod pro's with noise cancelling and they're brilliant. The drug addicts gather in the street outside my flat waiting for their 'delivery' and I can now block them out. The police and the council are utterly useless at dealing with even violent ASB.

Hahaha well I figured even if they don’t listen to anyone, I know I’ve tried. I’ve tried earbuds and stuff, might have to get noise cancelling headphones just sucks that I have to spend my money and time to deal with their noise

It's easier to find a pair of earplugs that work for you than it is to get noisy neighbours to stop being noisy.

Buy some earplugs, if possible get one custom made. Best investment I made when I was in uni.
I used to live near the main road and would constantly hear students screaming and sometimes knocking/ringing my door.

I’ve reported this kind of thing through the building management before and they were pretty good about dealing with it. Alternatively if the flat is being rented you can try and find out who the letting agent is by googling the address and complain directly to them (yes I’ve done that too 💅🏼)

Yeah I think that’s the way to go, I’ve tried to look up their apt but we have loaaaads of apts in our building. But period like I’m trying to be understanding but I feel like it’s gotta stop and I’m the only one who’s gonna do it 😭

Do you feel like you could approach them yourself? Or via note through the door? I’ve been living in a flat since 2006 and it’s definitely underestimated in terms of sleep disruption! Some things of course are unavoidable, new babies, elderly people receiving care workers / mobility machines, people coming and out super early for shifts etc but playing loud music and shouting: having a carry on is definitely disrespectful at the best of times never mind 3-5am! Years ago my elderly downstairs neighbour who I got on well with messaged and asked if I could find out what my teen son was doing every morning at 7am as it was waking her up- turns out he was sitting on a computer chair and scooting back and forth from bed to wardrobe to lay out his school clothes.If she hadn’t of told me I would never have known because I couldn’t hear it from my room. I’m so glad she did!

Hi :) I’ve actually talked to them in person a month or so ago, explaining that I can hear literally everything they’re doing and the weird thing is that none of my other neighbors I can hear at all! I was going to write a note to them but I just feel like it’s wasting my time since I’ve already talked to them in person. I’m young as well so I don’t mind them having fun, but I feel like they would listen someone in a higher authority

Four avenues you can take:
1) Find out who their landlord is and contact directly. Most rental contracts have clauses about not making loud noise and disturbing neighbors.
2) Send concierge round to ask to them quieten down for immediate relief.
3) Report to building management who may pass on complaint to landlord, if you can’t contact directly.
4) Go through council noise pollution system. This will be longer and drawn out.

Pretty sure you can report this as disturbance or anti-social behaviour to the police. Not sure what they’ll do but might give them a scare if police show up.
