Anyone actually use these? I have two rifles that share a HUX can and theoretically could just throw one of these on whichever one isn't hosting the can at the moment, but like is it actually going to make a difference on a SCAR 17?

You can have muzzle devices, just no suppressors. There are two ways to make an AR California compliant, each with their own trade offs.
Fixed magazine: can have all the "evil" features like a pistol grip, vertical foregrip, adjustable stock, and flash hider or blast diverter with flash suppression capabilities, but the action must be broken to reload and limited to 10 rounds. Most people use the Compmag or ARMaglock/Kingpin.
Featureless: fixed stock, no VFG, fin grip/featureless grip, and muzzle brake/compensator/thread protector. As long as the muzzle device is not a flash hider or advertised flash hiding ability, you should be good. So flash cans are off the table, but linear comps and blast diverters are usually okay.

If you have a short barrel, it's probably worth it to direct the noise / blast away from you and people next to you. I would not buy one for this price though, I got one basically new on gafs for 130.
