New gaming PC advice

Hi all
Looking to buy or build a new gaming pc.
I come from an old gtx 660 a few years back that would barely play tww3
Looking in the £700 range for something that can play tww3 well, as this is probabably my most intensive game, and hopefully tw 40k in the future
What kind of parts list should I be looking at.

Unfortunately, with RAM prices, it's tough to build right now. If you wanted to go AM5 with a bit of future upgradeability, I'd go with something like this

I know it's 300 pounds over your budget, but AM5 will let you upgrade the CPU in the future.
You could go into an AM4 build, but, Then you'll be locked into a 5600X, 5700X, or 5800X with no real shot to upgrade. As the X3D's aren't really worth the asking price right now.

Is the used market legit generally?
So something like an ryzen 5500 and rtx 5060, with ideally 32gb ram?
