2020 Explorer police interceptor?

My younger brother has about 10k cash and is looking at a 2020 police interceptor with 98k miles on it. MSP highway vehicle, deer hit vehicle in the passenger side, corrected and repaired, documented. looks ok, runs fine. should he?

I owned a previous police cruiser and it was a pretty good deal in my opinion. Mine was an impala, and eventually it did have problems related to running hours being way higher than driving hours, but considering what I got and how well it did drive for years I think it was a good deal. The problems were fuel pump and AC, which in the big picture aren't huge problems.
I liked it a lot because it was super rugged, had lots of power and felt really safe. But for what it's worth I didn't buy it from auction, I bought it from a trusted mechanic who bought it at auction and went over it fixing some small things.
Check the keys work on the trunk, make sure they have disabled any of the security stuff like rear windows and locks, and personally I think it's a good idea to take off anything you easily can that visually identifies it as police cruiser. The conscious and unconscious attention other drivers pay you gets old if they think you're a cop.

I don't see why not, those police Exploders have some cool heavy duty upgrades. I'd get the bigger engine non-hybrid, as long as it's that and in good shape, sure.

98k miles, but how many hours?
From my (albeit, slightly limited) knowledge of police vehicles - especially those used as interceptors or for traffic duty - they spend a LOT of time sitting still, idling, waiting for calls or something actionable.
I would want to know if there is a record of hours that engine has run in its lifetime, and what recent maintenance there has been which will make that less bad. Are chains/belts all fresh? Valves & injectors nice & clean?
I know police vehicles are usually well maintained, but definitely worth a check. You could find yourself an absolute diamond... or a complete dog.

we also found it has a second battery with weird wiring, as far as I can tell it's an APU

about 2500. as far as we know the service records show a change in the belts etc about 10k miles ago. unknown on valves and injectors. there is significant documentation on that and the 4wd servicing and the repair.
