Articles 8, 53, and 54 of the Geneva Conventions classify the destruction of civilian infrastructure (including power generation and bridges) as a war crime. I refer you to the president's comments this morning, and will leave to you to contemplate whether what he has proposed would constitute a war crime.

It’s a KC-135 and something else convoying to the Middle East. The contrails on the right look too big to be a fighter, but aren’t spaced wide enough for a B2, so maybe a bone?

I doubt it’s a B-1, if that was the case the plane alongside it would be, roughly, the same size as the KC-135. In the video whatever is alongside the tanker looks to be significantly smaller.

Could be a tanker and receiver flying in formation either prior to or just after refuelling.

Could also be the smaller aircraft is taking photos of the larger aircraft for advertising/etc.
