We recently came into some private property. I'm interested in getting some steel targets. Should we look into making our own stands or is it more efficient into buying the stands

there's several routes to go with stands. H stands made from 2x4s are super cheap to make, easy to move around, and easy to repair. Metal t-posts and hangers are a bit more expensive, more permanent, but harder to repair. Conduit tubing and brackets are a bit more expensive still (still not crazy in price), are as easy to move around as the wood stands, and are almost as durable as the t-posts and hangers. I think a mix of stand types is great. Set up a few permanent targets on t-posts to always have out, then build some wood stands and conduit stands to have mobile target arrays to build out stages and fun challenges.
If I were you, I'd get a few t-post hangers from one of the online target sellers, troll Facebook marketplace for some used 6ft t-posts and some chain or expired firehose, and then a couple sets of conduit brackets and metal conduit tubing, set those up, then build a few wood stands after that.

T-posts are the most effective way to get stands but they don't stand up well to taking hits if people arent super accurate. We use them at GunCon and they do fine 99% of the time though. On the range for our videos, we use bases and wood posts because they transport easier back and forth. Same cat, different skinning methods.

I 2nd P8ntslinger- get a mix.
The kit that Birchwood Casey sells is nice, but not as cheap as it was a few years ago, but if you can find it for around $50 it's worth it- https://lanbosarmory.com/index.php?main_page=product_info&cPath=51&products_id=46083 These are great for pistol and .22. The move easy are generally pretty stable. Plus they fold up and store easily.
For the bigger steel, I ordered some decommissioned firehose and made my own hangers. After some trial and error I got it dialed in. I think they work the best for rifle caliber, but I am at a club range so my stuff doesn't sit out in the weather all year, so ymmv. Generally speaking, once they are out, I leave them there for the whole day and I have enough to set them up at varying distances. As a side note- there are a bunch of pitfalls with firehose and if you go this route and want some tips that will save you some heartache, I'm happy to answer questions.

For the actual steel, I have used Birchwood Casey, Dragon Targets and Midway USAs house brand. They are all fine and I haven't seen any issues with any of them.
