How do I take a water meter reading?

Lift the large one till you locate the meter with the serial number that matches your bill. If the meter reading is different substantially call the water company and theyll ammend your bill.

My intention here is to at least get a reading on the day I move in, but I'm just a bit concerned about opening those up just like that and somehow getting in trouble for it

Ask the agent to do it, but if i was you call the water company for help via your solicitor/conveyancer as you need confirmation which meter/serial number relates to your property and the respective reading.

Any way to know if its "utilities only" or if I'll somehow get in trouble for it? Idk, but I find it rather odd that I need to be opening those up just go get a meter reading

You won’t get in trouble for it.
Use a screw driver to pop it open and record a video when taking a reading with your flash on.
Try not to take pics lol
Once you’re done, close the lid and stamp on it.

I'm not sure a screwdriver will be enough to pop those open. For the small grey one, certainly, I can even pop that open with just my fingers, but the larger ones seem heavy

Nope all new properties or when a property is bought, the new owners have to have a water meter.
