It's implied that part of what makes them a problem to the Q is their timeline / reality sensitivity. They can see through Q reality warping, even when it directly affects them. We see her using this ability when the timeline is rewritten by the Enterprise C, although not in the context of the Q.
We can only guess what kind of resistance, if any, to the rest of the Q repertoire that might include. Maybe Q simply can't directly harm her species at all. Maybe Q are just so irritated that they can't just do whatever they want without anyone being able to notice and meddle that they see even that little bit of resistance as an existential threat. Who knows. But we do know there is some "legally binding" type of framework behind the scenes, as suggested by a younger Guinan in Picard.
But I'm not sure why that should have anything to do with the Borg. The Borg don't rely on reality warping magical shenanigans. They adapt, assimilate, and destroy with entirely conventional methods. Being able to see past the veil of reality and adapt to the borderline supernatural doesn't equate to resistance to, like, a gun.
Ironically, it's possible the Borg are a Q weapon against Gainan's kind. We know that Q specifically uses the Borg as a teaching tool for Picard and humanity in general on multiple occasions. Who is to say he didn't also use it to teach the El-Aurians a "lesson," too?

It's been established that Borg Queen can detect changes in the timeline in Picard Season 2. Additionally, the Borg have assimilated El-Aurians as well. You can also include races that smart enough to build devices to detect or shield from it. My theory is that the Borg can detect changes in time but the Borg are so consistent across the timelines that they hardly feel the need to act.
If they're able to do that, than my feeling is that the Q don't want to be scanned by the Borg because then the Borg can figure out how to really hurt them.
Finally, DS9 Q theory is that Q got punched by Sisko, it actually hurt Q. Sisko is part Prophet/wormhole alien. Those guys exist outside of time and can travel through time like nothing. I think Sisko gave them idea to be the Prophets to the Bajorans. So Q doesn't want to mess with that.

If you define innovation broadly as "introducing something new," then every successful adaptation is, by definition, an innovation.
And from the perspective of problem solving, adaptation is simply the result, and innovation is the process used to get there.
Conversely, one could argue that you can adapt without being innovative, provided the solution already exists elsewhere, through imitation.
You could argue that the latter form of adaptation is what the Borg do, however we've seen them adapt to some pretty novel things and I would argue that inovation is certainly something that the Borg do.
In a rapidly shifting environment, things change so quickly that imitation is no longer enough to survive. In those specific high-pressure scenarios, it is fair to say that one cannot adapt without innovation because the old solutions are already obsolete.
However, The Collective is a consensus-driven entity. Innovation usually requires a "deviant" thought; that is, an individual seeing the world differently. By suppressing individuality, the Borg have effectively lobotomized their own ability to innovate.
tl;dr - you can argue it both ways. It's a philisophical question more than a cannonical one. I lean towards the argument that one cannot adapt without SOME innovation, however I believe that the Borg's ability to innovate is massivly impared due to their collective nature forcing consensus. However if that consensus leans towards a novel approach to a problem, I don't see them NOT innovating.

I think innovate is being used narrowly, to suggest the Borg are not creative. They can adapt to many things they encounter quite rapidly and at least potentially novely (though in practice they usually just, like, modulate their shields and shit), but they aren't capable of creative thought for the most part, which would be a big part of why they do what they do—growth for them can only come from expanding the database of experience each individual brings.
Which, your original point would presumably still stand because it would suggest that the Borg simply being aware the Q exist isn't enough for them to conceive of how to take action against them, should they want to. They'd require direct interaction with the Q to understand and begin adapting to the threat they pose. Assimilation of El-Aurians also tends to explain the Borg resistance to time/reality shenanigans; they get that directly from them (and/or other similar species) and the Queen may or may not hold that particular ability individually (I'd expect every drone possessing it would probably risk Collective stability issues, as experience of the changes and variation would bring experience of individuality pretty much inherently).
The Borg are super interesting, and I'll be kind of perpetually bummed the Jurati Borg are likely to be ignored, especially by main canon works, because they're full of contradictions and it's generally not explored much in depth. The Queen pretty clearly feels the need for discrete companionship (Picard/Locutus, Data, the Queen's extended courtship of Jurati), hinting that the Collective is on some level inherently unstable as constituted. But they're fucking prized as an antagonist because they're faceless and usually unstoppable so violence against them is much more free than against any other species in the show, so we never much unpack that. Even their apparent extinction almost certainly doesn't stick because eventually someone's gonna want to be, basically, lazy and have an easy monolithic threat to use and the Borg will stay irresistible for the purpose.

I like your first theory (didn't watch enough of DS9, so I'm not qualified)and it works, but I must admit it bothers me that people think the Borg aren't a threat to every existing being in the universe before you even bring the Queen into the equation, like the question above your post. The Borg are an extremely powerful defensive entity, and developing new offensive weapons against them in limited time after they've adapted to the ones that were originally used-within seconds-is some level of difficulty that would be like trying to drain the Pacific Ocean with a foam cup.

I never said they were more powerful than the Q, but just like El-Aurians, their time powers can hurt the Q somehow. Also, of course they're not the parents of Organians or Trelayn's. I am saying that they're Sisko's parents, not the origin of humanity. Remember how they had no concept of linear time when they met Sisko for the first time? They exist outside of time for that to happen.
When they met Sisko they learned of Linear time, but it's also been established that the Prophets are responsible for Sisko's birth and life. If we are assuming that they were being honest the first time they met, than they must have sensed that he was part Prophet and wondered were he came from. Eventually they realized that they were responsible and set about making it happen. So Sisko is responsible for his own life in a way.

My theory is the Borg want to assimilate a Q and the Q know it's theoretically possible. The two series that feature the Q heavily also feature the Borg heavily. The Borgs initial interest in Humanity is because of Q. The Borg only mess around with Humanity hoping to learn more about the Q or even have a Q show. They hoped assimilating most of the Alurians would trigger a bigger Q response and they didnt get what they wanted si they're more subtle with Humans.

The Borg are not an are not an omnipotent race, their defense against Q does nothing to resist Borg. After their assimilation, it makes sense why Q told his son not to mess with the Borg, as they now can resist Q powers perhaps.

It's also a well established historical fact, that people (or maybe a long lived species?) with the greatest power and wisom, seldom use it wantonly and might prefer a humble and simple existence. It's in most religions and storytelling too, that awareness of such a power might draw conflict, exploitation and any other symptom of ego, leading to a miserable existence.
One could easily make an argument then, that the most wise and powerful beings in the universe would choose to cultivate deep relationships with others, demonstrate immense patience, compassion, and subtle leadership executed without giving orders, but rather by socratically interacting with someone in order that they might learn their own lesson.
So who's to say this isn't the mythological God and Satan meeting along the road somewhere after taking on seemingly corporeal forms 😋

They might’ve implied she had something up her sleeve but it was never revealed or followed up on in dialogue. Conversely, on DS9 the first Vorta encountered by Sisco & Co was shown to have telekinetic powers, and be a dick to a Changeling (when Odo discovers what they’re doing to the runabout crew) instead of differential, but that all changed.

I don't believe that El-Aurians themselves have anything that can hurt or slow down a Q but because she was in the Nexus, maybe she still had some residual energy which she could have unleashed and Q wasn't sure what the effects would be so he hesitated. Kind of like how Sisko who was the Emissary of the Prophets of the Celestial Temple was able to physically punch Q and make it hurt.
So basically regular corporal beings like humans and El-Aurians can't do anything to a Q but when they're amped up with some exotic energy or another higher being's powers, then it's a different story.

IIRC El-Aurians were both empathic, limited telepaths, and could discern changes in the space time continuum. Having that set of skills seems like a good basis with which to be able to...maybe not outright defend, but cause problems for a Q.
We know due to Picard that they had a war of sorts and a truce over a bottle of booze and Guinan could "summon" a Q.
So I'd like to think this was a defensive mechanism that could...cause some type of problem for Q if not outright thwart whatever he was doing.

I imagine that the El Aurians senses mean that the Q can't spy on them without them being aware of it. Which means that there are secrets the El Aurians have that the Q don't know. Q doesn't know if Guinan can actually do anything to him, but that uncertainty is strange and terrifying to a Q.

Two a degree this would make some limited sense but to understand because they never really explained it much in the next generation. We would need to reference Generations. My headcanon has always been that members of Guinan’s race, if skilled enough, can un-make false realities, or negate reality-warping powers, and Q knows it. She could possibly,in effect, make Q powerless and therefore vulnerable. Q fears her like most people should fear Q. It could have been a bluff, but Q wouldn’t take any chances, coward that he is. This vulnerability makes me think the Q Continuum nudged the Borg to Guinan’s home planet to remove the existential threat they could eventually pose.

I only watched the first Season of DIscovery before I noped out. It was absolutely awful, mainly because the main character was so unlikable. It wasn't the actresses fault, it was the writing.
At the time, I said instead of that, she should have been the lead in a spinoff showing Guinan's youth, where we would have learned what that stance was all about and why she hates Q so much.
I would have watched the shit out of that, IF it was well written.

Guinan is a Timelord. The people behind the next generation were actually pretty massive Doctor Who fans. It's why there are Sonic screwdrivers, the names of the actors who played the doctor in okudagrams, The Borg kind of being a rip-off of the Cyberman, and so on.
And then in Picard season 2 you find out that they are also genies.
I remember seeing this scene and just getting floored by it. Like what was kind of going to do? She's got to have some hidden power.
Also, my thought about you and all that is that the Q ought to guide humanity to become either their successors, or to become them in the past somehow.

It seems to be an intentional choice to keep Guinan mysterious, but over time we've gotten bits of info that confirm Q's assertion that she isn't what she seems:
My completely baseless theory is that if a Q tries to affect an El-Aurian, they can retaliate in that moment of metaphysical "contact" in a way that would injure or at least inconvenience them. Hence why the Borg could still wipe them out, but Q .
An alternative is that Guinan is among a small number of El-Aurian survivors who entered and then exited the Nexus. It could be that group were in some way dangerous to the Q because some part of them exists outside of normal space and makes them "elevated."

That's precisely why I like Guinan, you don't get any definite answers, but the audience has no choice but to believe she's potentially very powerful and knowledgeable.
Picard is even in the same situation as us: he and she have the understanding that if she ever came to him with something incomprehensible, even just a hunch, he knows to trust it implicitly with his life and that of the crew (see: Yesterday's Enterprise, and other examples).
To learn more about her and her race and have it laid bare, in a later episode or series would undo all of it.
