ULPT request: Abandoned cars filling up apartments tiny parking area

There’s a tiny dirt area next to my apartment building that is being used as parking. I think *technically* it’s a city owned spot that once said no parking but plants literally ate the entire sign and now people park there all the time.
Anyway the problem is somebody around here is just leaving a bunch of old cars here and taking up all the spaces. There’s 10 parking “spaces” and only 3 of them are actually usable, the rest are all old smashed up cars. Almost all out of registration and haven’t moved in ages.
Parking enforcement says it’s private property, and the building owner can’t do anything because he doesn’t own the land, it’s city property or whatever, nobody really knows who owns it. All the tow companies we’ve called won’t touch it. Any advice to get these cars moved?

In my county, there's a website with a map that helps you find owners. Try searching for "xxxx County property tax" where xxxx is the name of your county.
If it does belong to the city, complain to the city. However, don't be surprised if the sign is reappears and a gate gets put up meaning there's zero parking.

The city will have records of who owns the land. Contact them, get permission to tow.

There are junkyards that will tow a car for free, they usually don't get bothered by the title.

Talk with your code enforcement. Many jurisdiction have rules against non running vehicles, or non registered vehicles from being visible.
