ULPT to keep American soldiers in their base

Hi - I live in a European city that is getting a US military base close by.

Now obviously, most people aren’t interested in having US soldiers in their city or especially the nightlife.

What’s some ULPT to how to keep the soldiers away or get them in trouble so that they won’t come back - without resorting to violence

You need one particularly vicious rumour. Dress up as a US serviceman and attempt to grab a woman's butt in a dark alley. End result = she tells the cops/her friends that some yankee tried to pull a fast one on her. Entire community will be up in arms, services will refuse business to them.

Simple - grow up and learn to live with people you don't like. Also, recognize that simply because you have an opinion (not interested in having US soldiers in their city or especially the nightlife), doesn't make it "most people" or "obvious". That's it - problem solved. Do those two easy things, and you'll have nothing to worry about.

Go to places that don’t care about making money I guess. Places with no signage in English and no cheeseburgers available will keep most US servicemen far away.

How about you get fucked. Most of your social handouts are due to the United States making sure no one theatens Europe. If those bases are all removed your defense spending would need to 10x and you would have to choose to go bankrupt or cut services.
