They're war crimes if they cause undue suffering to civilians. Trump describes that he's going to turn Iran into hell. Hell is a place of unnecessary suffering. If Trump does this he won't be able to travel outside of the US/UK/Israel after his Presidency without being arrested, same as all other 21st Century US Presidents.
