Because that is a dual use weapon that can be placed on civilian cargo ships and that would make civilian ships a target.

It really comes down to what you consider to be an acceptable form of deception and when it's reasonable to assume a ship is a civilian or not. Ultimately that's something lawyers with significantly more expertise than me will determine.

To hide weapons among civilian items is to justify bombing of civilian items since they are used for weapons.
They can place offensive missiles in the same container. Even a SAM placed near a target of attack would be used to wipe out defenses of the target.
