Upgrading from a 3070ti to a 4070ti super error

So I bought a used 4070ti but cant get it to work in my system:
AMD Ryzen 9 5950X 16-Core Processor
ASUS ROG STRIX B550-I GAMING
64GB Ram (2*32)
Cooler Master V750 SFX Gold 750W
3070ti
And keep getting STATUS_DEVICE_POWER_FAILURE
Installed the drivers multiple times, multiple versions, with NVC clean
Updated the bios
Whenever I install the drivers, it either shuts down or it works for some time and shuts down and after I cant boot back into windows. At first I thought there was no vram or some issue, but see now there's always 0 vram without drivers. The first time I got it to work was with the NVCinstaller, it work for while and then never again. Even after doing the exact same install I get the same issue.
I switched back to to the 3070ti and works normal again.
I dont think there's an issue with the psu I only saw there was a difference in volt dilivery for each card.
Can't really get a clear understanding and dont have access to another pc at the moment. Does anyone know what this issue might be or if my gpu is just fucked. It does turn on as normal and everything did show up that one time and hdmi works over it with default drivers. Might be some weird driver issue as well, as I did have those before and though my gpu was fried but it was not lol
