I will always be of the view that the most infuriating thing about that film is that it is so so so close to being a great proper Star Trek movie..
In the middle of a war posing an existential threat to the Federation where people are dying left right and centre they come across a planet with the magical ability to heal people. However, in order to use it they have to break the prime directive. Cue a conflict between Picard the idealist (TNG esque writing) and an antagonist who argues the ends justify the men’s (DS9 esque writing).
That scene where Picard and Dennehy are in the ready room is one of the finest scenes in the whole franchise. Picard’s “how many people does it take before it becomes wrong” speech is absolutely stellar.
How did they get it so wrong?

To me, it makes a great star trek double episode. Its not the massive blockbuster film of First Contact, but a hell of a opening to a season 8 that never came.

Read Michael Piller's book "Fade In" about the writing/production of Insurrection. It's very transparent about everything that went wrong and what the movie could've been. (I still enjoy the film for what it is, flaws and all, but it had the bones to be so much more).
While not responsible for everything that's wrong with it, Patrick Stewart meddled a lot, often for the worse.

IMO now that Nemesis is no longer the final chapter it’s slightly more tolerable. A lot of the bad taste of that film is that the TNG crew deserved a better send off.
The events of S1 and S3 effectively reframe that film as a traumatic milestone from which the crew had to slowly recover.
Data’s death and Riker and Troi leaving the Enterprise leads to Picard deciding to accept promotion and then throw himself into the Romulan rescue effort. Then the synths rebel and Picard leaves Starfleet under a cloud.
Then we find him decades later trying to process his suppressed grief over Data’s death in a world where Starfleet is no longer what he wants it to be and synthetics are banned and treated like the bogeymen. The events of Nemesis being the catalyst for that story actually fits nicely.
I mean it’s still a shit film and Stuart Baird can rot in Hollywood Hell for what he did.

My question is within the broader context of franchise fatigue.
Spiner said he hoped Nemesis would have been the first part in a two-part final chapter. The second part, however, would be a TNG-DS9-VOY crossover.
It's a double-edged sword, given what we know now about Marvel franchise fatigue.

If I could add my humble opinion and subtle observations, it's a whole lot better than slightly better than fine. :D
It hits a grand slam and rights several wrongs the franchise endured in Nemesis. It does so many little and big things right, and lets the characters shine for the first time in some ways they never could in TNG.
