Those missiles have to be replaced and contracts need to be signed because they are used all over the world. There is a stockpile assumption for Hawaii, SK and Japan. This isnt selling off old hardware to the Ukies, I for one would be fucking PISSED and kicking my Congressman's door down if Patriot stockpiles were permanently impacted in Hawaii's defensive umbrella. Same with SK and Japan, who both have US security guarantees baked into their military plans.
