Not able to boot after windows update and fans ramp up to 100%

Built my PC about a year ago and everything has been working perfectly until now.
Specs:
- CPU: AMD Ryzen 7 7800X3D
- GPU: Radeon RX 9070 XT
- Dual boot: Linux + Windows
I was using Linux without any issues most recently, then rebooted into Windows. It started a Windows update, completed it, and restarted.
After the restart:
- No display output at all (no BIOS/POST screen)
- Fans ramp up to 100% immediately
- Can’t access BIOS or boot menu
I’ve already tried:
- Power cycling multiple times
- Holding power button to force shutdown
Important detail: system was working perfectly just before this when I was in Linux.
What could be the issue and how to fix it
