PSU question for 4070 ti super I just picked up for my brother

I've been buying and selling used PC parts for some small extra income to help make ends meet as everything continues to get more expensive. Yesterday, I picked up an AM4 machine with a 4070 ti super, 64gb ram, and 2tb ssd for $1000.
My brother has a 4070 super, but very much values future proofing. I'm going to surprise him with the 4070TiS but he has a 750w PSU and an intel ultra 245k. 750w is ok right?
Brother also deserves it, he has come through in times of need for both me and my other brother, but this is the first time I've been able to return his generosity back to him.

Not all power supplies are made equal. What exact model does he have?

I just checked with him and he actually has a yeyian 650w, not a 750 like I thought.
It's f-tier on the tier list.
The build I am harvesting the GPU out of for him also has a MSI meg(mag?) a750l so I guess I'll bring that with me when I give him the GPU. He shouldn't be using an f tier
