Ethernet connected but no internet access

Hi everyone, I’ve been struggling for a few days with a new PC I’m trying to set up at home.
I already have another PC connected via Ethernet to my router, and it works perfectly. The issue started when I tried to set up this second PC using the same cable and the same router.
At first, Windows 11 didn’t recognize the network at all (I just got the “globe with a cross” icon, no internet access). After many failed attempts, I thought maybe the motherboard’s Ethernet port was damaged, so I bought a PCIe Ethernet card.
I also did a clean install of Windows 10 to rule out software issues, but the problem is still there.
Current situation:
• I managed to get a “stable” connection by manually setting IP and DNS.
• I can ping google.com and DNS servers successfully.
• However, the PC still says “no internet access”.
• Occasionally, I get very brief internet access (around \~1MB of data) after a long time, then it stops again.
Things I’ve already tried:
• Updated drivers
• Disabled the motherboard’s onboard LAN
• Reset BIOS to factory settings
• Contacted my ISP in case my IP was blocked
• Tried different DNS servers
• Disabled power saving settings
• Manually set link speed in network drivers
• Checked date and time
• Disabled proxy and firewall
• Disabled IPv6
• Fully reset the router
Specs:
• CPU: AMD Ryzen 5 3600
• Motherboard: ASUS B550M-K
• RAM: 16GB
• GPU: MSI RTX 3060 12GB
At this point I’m running out of ideas. Since the same cable and router work fine with another PC, I feel like I’m missing something obvious.
Any help would be really appreciated

By chance, did you set up your router yourself OR did somebody have done it for you?
Why I’m asking, routers can be set up to only allow one computer to connect via Ethernet. First the router will be set up with the first computer that connects with it. Then it could be set to NOT allow other computers to connect, meaning only one MAC-address is allowed.
If so, you need to connect with the router (by going on the setup page) and check the config, if any setting like that exists. Again, if so, change that setting to allow all new computers to connect.

There is an option to change (or spoof) the MAC address of my device, and I already tried that.
I also tested with an old laptop I have (it normally only uses WiFi), and when I connected it via Ethernet, it worked fine and had a proper internet connection.
However, I would like to configure my router. Do you know what the easiest way to do that is?

It depend on the make and model. From there you just as your favorite search engine. But usually every router should have a manual. If not on paper, but then as a pdf file.

This is because modern OS will try and consult some kind of webservice before it actually allows you on the magical hellhole that is today's Internet.
Anyway, what's the output of something like
ipconfig /all? Does it show an APIPA-adres (168.254.x.x)? Do you have anything which might affect your system from reaching said webservice? What does your router's client connection table look like? Does it at least show your computer's MAC-address?Snoo_93018@reddit (OP)
Realice una instalacion limpia de windows 10 y mi direccion IPIPA me aparece completa al igual que la MAC, pero tuve que ingresarlas manualmente ya que de manera automatica windows no las detectaba

I know you said the cable worked with the other computer. Have you checked it with another device since the attempts? They really like to go bad after you move them the slightest bit to a new device. Also, check for dirt/dust that might have gotten into the sockets.
I had the same issue when I built a new PC. Turning everything off (computer, modem, router), unplugging for like 30 secs, then turning it all back on worked. Maybe try holding the power button for a few seconds while unplugged to drain capacitors as well.

Descargue los capacitores y no logre resultados diferentes, e estado cambiando entre mis computadoras usando el mismo cable de ethernet y en la principal no tengo ningun tipo de problema
