Whenever i bought these in a shop, they weren't kept covered, and they were rock hard, not sure how long they'd been there.

You're after hard boiled liquorice sweets, saying "hard candy" again and again is going to get you nowhere. What you have are hard liquorice as opposed to soft liquorice.

But apparently when you leave it out for long enough it gets really hard so I was hoping it would become like a hard candy. But I’ve never bought these from a sweet shop but others tell me the get rock solid so I was just asking if there was a method to speed this up

Well for starters don't let them hear you describing them as "flaccid"! Compliment them on their impressive qualities...from your photo it looks like they're long, at least. And on a serious note - maybe try freezing them?
