Did you cook it on too high a setting with not enough liquid, so the bottom rice burned and turned into sludge while the top rice was still raw ? A rice cooker might be a good investment.

So granted my recipe uses uncooked rice but the recipe I use needs 5 1/2 cups of milk to a heaping 1/2 cup of rice to function. Oh, and another potential 1/2 milk at the end to loosen it if it gets really thick.

I have a feeling you didn’t use enough milk.

I have never seen rice pudding done on a stove. It is standard here to have 2 tablespoons of rice, 4 tablespoons of sugar and 600ml(pint) of milk in the oven at a very low temperature for about 2 hours, no need to cook rice first. Sprinkle nutmeg on top to get a lovely flavoured skin forming on top.
