But libreoffice and other suites with open document format do win afaik

The best ive gotten it looking is an ugly (incongruent) mix of 90's ui mixed with word 2007

No. WSA is virtualization, similar to WSL2, and isn't actually implemented as an NT personality like WSL1 was. And NT personalities & userspaces other than Win32 aren't within scope for Wine anyway.

Those other projects existing don't mean a thing for the Wine project itself and their own efforts.

Short version, if a dll company name attached is not Microsoft (so custom ones supplied with mods), then Wine will load that dll automatically instead of the default Wine dll.

I hope they do something like Hangover to get the most out it. There aren't that many arm64 windows programs out there, and if its being built as an apk then I don't see how FEX/Box64 can be used other than using Hangovers approach.
I'm also curious to see how the gpu acceleration will end up.
