Does a cyclist have right of way through a crowd?

This happened a few weeks ago and I still think about the incident. I went to a fair with my kids that was setup in a park. The park has a paved pathway crossing through the middle of it and this pathway is a shared pedestrian and cyclist use. The fair stalls were setup on both sides of the pathway so people were moving about freely across etc. The pathway is about maybe 2.5m wide max. There were probably 50+ people there at the time. A cyclist riding his bike came through and right when he reached the stalls, my kid walked across and was hit by the cyclist but thankfully very lightly. Both my kid and the cyclist fell down. I asked the cyclist to dismount and not to ride to which he said he is allowed to ride and I should be responsible for my kids. I became furious and tried to have a go at the cyclist but other people got it and separated us. He went on his way, my kid was ok. I know I should control my emotions better but was the cyclist right?
