Probably searching/starving for food. Very uncommon behavior. 20 miles upriver.

They say the whale is feeding - what on? Aren't they bottom feeders? What is there for a whale to eat in the Willapa River?

I think they are desperately searching for food everywhere. Hopefully it gets back in the ocean and heading north.
