I've been in LA and NYC enough to know it isn't terribly common. Only time I've seen celebrities in LA or NYC was at NBA games.

And in LA, you are more likely to come across them in places like Burbank (where many studios are located), Beverly Hills, Malibu, or Runyon Canyon, than in Hollywood.

He aware, it’s usually not cheap. They don’t let you meet them for free. I’ve been to cons, but never paid to meet the already super rich people tucked away behind security at them.

Rich, busy celebrities that have multiple engagements and brands to control all around the country/world don't fly at LAX. I would venture a guess that over half of the people you know from music and movies will fly through LAX on a regular basis.

My late grandmother who lived in Los Angeles once met Karim Abdul Jabar in an elevator somewhere. She did not follow sports at all and my grandfather, while not a rabid fan did follow them. She commented on his height and asked if he played basketball (like all tall people get asked). He laughed and rolled his eyes.
We saw former and future governor Brown of CA at a Vietnamese restaurant when he was mayor of Oakland. My sister who liked power puff girls and was maybe 5 or 6 asked us if he was stupid all day (like that mayor). We laughed as we were supporters.

I'm the type of person that wouldn't even recognize them. One flight i was sat next to a guy that looked like Michael B Jordan. But I was like not going to look him square in the face and why would he be in economy with me?

Outside of comic cons the best chance of running into a celebrity are at airports. I was recently on a flight with Faizon Love aka Big Perm in ATL, spotted Wycliffe Jean in MIA, and Rampage Jackson in SNA. Friend of mine sat on a flight next to Trish Stratus.

Get a job in the film industry and you’ll be around celebrities at work every day. Recently worked on shrinking and Jason Segal sometimes ate breakfast with the crew, he was a nice guy.

You can find a celebrity zoo at pretty much any convention. Comic cosn, sci-fi cons, anime cons, etc... They all have a celebrity zoo.

I met Henry Winkler and Billy Boyd at a wizard com. Didn’t pay for either, Billy was looking at pins next to me and Henry walked up to us and just started talking. Both lovely men but Henry was a treat. Waited on Steve Buscemi once, also a lovely man.

Depends on the celebrity you are looking for. If it’s actors, then movie premiers are the easiest way.
Or do what I did and get a job in the Entertainment industry. There are hundreds of folks in the background to support the one person in front of the camera.
If it’s sports celebrities, find out where they practice.

There are film and TV conventions all the time in the US, in every major city. The NYC and San Diego comic cons are the largest, but each city does have their own. The celebrities are mostly tv and movie stars popular with nerd culture, so a lot of Sci fi, fantasy, horror, and animation.
Live theater in NYC and LA usually have high profile celebrities. You can see them on stage and then have a chance to get an autograph by the stage door after.

People pay like $ to be in a foursome with a celeb- usually pro sport players. There's usually a lunch and a thing afterwards where everyone mills around and drinks and eats.
The cheap way to meet them is be a hot girl and volunteer.

Greatly depends on your location. I live in an area of Brooklyn with a LOT of celebs. No big deal until you ask for a spotter when you’re doing a bench press and you look up and see Michael Shannon glaring down at you

Any convention. Science fiction conventions will have a few 'headline' celebrities, and there are always some that are not headliners doing photo ops and signing autographs.
And on occasion, some that weren't even supposed to show up crash the party.
