When the Bozemen is about to hit the Enterprise, he uses the tractor beam to deflect it away. But a second before, Worthless announces they're losing main power. If Data was smart, he would be known that the tractor beam would fail because of the main power loss.

Data was never portrayed as perfect, his suggestion just didn't work, But calling him "stupid" is stupid.

Data is experienced to know ship operations but still makes the wrong decision with knowing that tractor beam doesn't work. He always working at a higher level. That makes him stupid.

Hmm. Never thought that the tractor beam failed because of main power loss (the VFX don’t allude to this). It just looked like the tractor beam couldn’t adjust the Bozeman’s trajectory enough to avoid colliding with the warp nacelle. Maybe the Bozeman still had power and its engines were engaged so the tractor beam was fighting against the thrust produced by the Bozeman’s engines?

Sometimes they show energy beams fizzle out in the VFX. For example, when the Enterprise fired the deflector dish weapon in Nigh Terrors you could see it fizzle out as the energy is drained by the Tyken’s Rift.

I don’t recall anything in the VFX that would indicate abnormal tractor beam operation. I’d have to go back and rewatch it.
