Student Aid website showing "Account is certified for TOP" but what does that mean?

I've been racking my brain trying to figure out what "Account is certified for TOP" means on the student aid website studentaid.gov. My loans are in default, being serviced by Central Research, and I have not entered into a repayment plan. Does anyone have an idea what that acronym might mean?
As an aside, I checked my credit and the student loans are staying they are discharged in my bankruptcy from 5+ years ago! The DoE updated the student loans on my credit score in Oct 2020 and again in January of 2021. Experian expects the student loan info to fall off next month, but I have no idea if it actually will and I have no idea how this happened.

Means if you’re expecting a tax refund they can seize it and put it towards the balance. Or if you receive ssi they can garnish it.

Wait.....What??!! Seriously? If you are collecting disability or Social Security they can take it?? a certain percentage I assume as its not much money to begin with! I am just now learning about SSI vs SSDI as I never thought Id be even looking into it until I was much older however since I have 2 super rare conditions ( yup....lucky me! Not 1, but 2 of them! ) I was looking into which I am supposed to apply for...so I believe I applied for both, but I know neither is a large amount so I am hoping if I am making payments they will not attach my monthly income payment : ( my Lord!!

Hey if you are on disability and/or SS, you are already eligible to have your loans expunged. So really nothing you shoukd be worried about.

After five on time payments in loan rehab, the TOP should be removed. This is actually a great time to enter into rehab because the deferment from covid counts as “on time payments” without you paying anything

What is the rehab program? I just applied for the Fresh Start program.....and IDR option....is this what you are referring to as a rehab program or is that something different? If you know....sorry for all of the questions etc... I was in default for a long time and am now trying to get back on top of things since my student loans are the only negative items on my credit report.
