Eh, do you mean at the same time? Then, no.
The ZPU-2 is elevated and transversed by manual hand wheels, visible in the pictures. Foot pedals control firing the the transverse brake.

That's a 14.5mm ZPU-2, not a ZU-23-2.
The 23mm ammo cans are short and squatty, the 14.5 cans are quite tall. The 23 has straight cylinder shaped flash hiders vs cone shaped ones. The two easiest things to notice in a glance for identification.
