Why can't petrol tax be reduced as an emergency measure?

As of March 2026, the main rate of fuel duty on petrol and diesel in the UK is 52.95 pence per litre. This rate includes a 5 pence per litre reduction that has been extended, and it is on top of this duty that 20% VAT is charged. My question is why can't this be reduced on a temporary basis until the current situation in the middle east is resolved?
