Because even the cheapest new APCs cost several times the cost of this build, also a Hilux can go where an APC can't, MRAPs would be the most ideal option but again money is the issue.

Its a modular system. You buy the Truck, and pad them with Add ons. You say what build(s) you need, then they make them for you.

Armored glass is almost always thicker than the actual steel armor. Look at pics of uparmored humvees or mraps the glass pokes out because it’s thicker
