In my opinion they fixed him with a harpoon. I dont understand why a museum is involved in a whale "rescue" and nothing happens because they think a rescue would be too much stress for the whale
The Museum "Deutsches Meeresmuseum" / "German Sea Museum" is involved since they not only have exhibitions, but are actively doing research on oceans, whales etc. The scientists helped assess the whale's health and chances of survival. Here is a list of past projects they have been scientifically involved in:

I am sad, too, that the whale will likely die now that no further rescue attempts will be made. However, I would rather refrain from speculating on purposeful animal abuse based on a faint line on a cropped blurry image of some whale's tail.
Sorry, but I've seen every press conference and some statements have been absolutely inappropriate. Shortly after justifying the decision, it doesn't go down well to say "We've wanted a big whale skeleton for a very long time."
In addition, the statements were extremely contradictory.
