Is it acceptable to use screen time as a child minder?

A lady here asserts that she would get nothing done if her children were not glued to their screens. To me this sounds like she has a business model, but as a mother she has not factored in the cost of child care. I am interested to know if people think this is a acceptable as a way of running your business, or if this is poor parenting?
