People like sweet things. It's how we are wired. Sweet means good, sweet means ripened fruit. We eat sweet and to reinforce this behaviour, brain releases serotonin or whatever it was called. We are happy. We eat more sweet things to chase that high. But with such an abundance in our modern world we come up with that are even sweeter (not necessarily more sugar, just sweeter in taste). We eat more of that, and again, abundance dulls our senses. The cycle continues with sweeter and sweeter sodas, cookies and other treats. Suddenly sugar is everywhere, in everything. We became so desensitized that the actual ripened fruit our inner reward system was built for, no longer tastes sweet to us. Boobs are sugar, it's exactly the same mechanism. Anime but also other animations as well as plastic surgery drive towards this. Obviously not everyone likes oversized proportions, just as not everyone thinks that fruits aren't sweet. But it is popular.
