Did otters ever live on the Norway coast and eat the urchins? If so did that help the kelp?

You know about otters and urchins? I have a question: I fish sea urchin in Canada by scuba diving. I would love to do this in Europe, but I don't know where does it. Do you happen to know anywhere that has this fishery?
